川又赢。anyway，川普的谈判手段在the art of the deal已经写的很明白了，他认为谈判是一个零和博弈，而美国一直被其他国家占便宜（尤其是中加墨这种对美贸易顺差大的国家）。既然美国是大买家，顾客就是上帝，美国要用经济杠杆让这些国家给予地缘政治和经济上的妥协（类似ccp的经济勒索）。这个从对加拿大关税上体现的最为明显。此次加征关税，最让加拿大政府不满的是美国的给出的条件不明确理由也很无厘头，要知道从美流入加拿大的芬太尼可比从加拿大流入美国的多，从加拿大非法入境美国的非法移民也比从墨西哥入境的少的多，所以什么控制美加边境不过是对加拿大施压的幌子而已。川普之所以这么做的原因更主要的是兑现选前承诺（就像他第一任的边境墙一样），你看我对外多强硬，我们要把美国放第一位，不能让其他国家（尤其是盟友）在占我们便宜了，我们要拟定一个更“公平”的deal。
