Anglosphere之美国军政：海格塞斯的头十天

且说 Pete Hegseth ，任命正式确认的时间是 Jan. 24 ，但正式的「开头」其实应该从 Jan. 25 ，也即他的 Message to the Force 算起

It is the privilege of a lifetime to lead the warriors of the Department of Defense, under the leadership of our Commander in Chief Donald J. Trump. We will put America First, and we will never back down.

The President gave us a clear mission: achieve Peace through Strength. We will do this in three ways — by restoring the warrior ethos, rebuilding our military, and reestablishing deterrence. 

•    We will revive the warrior ethos and restore trust in our military. We are American warriors. We will defend our country. Our standards will be high, uncompromising, and clear. The strength of our military is our unity and our shared purpose. 
•   We will rebuild our military by matching threats to capabilities. This means reviving our defense industrial base, reforming our acquisition process, passing a financial audit, and rapidly fielding emerging technologies. We will remain the strongest and most lethal force in the world.
•   We will reestablish deterrence by defending our homeland — on the ground and in the sky. We will work with allies and partners to deter aggression in the Indo-Pacific by Communist China, as well as supporting the President's priority to end wars responsibly and reorient to key threats. We will stand by our allies — and our enemies are on notice.

All of this will be done with a focus on lethality, meritocracy, accountability, standards, and readiness.

I have committed my life to warfighters and their families. Just as my fellow soldiers had my back on the battlefield, know that I will always have your back. We serve together at a dangerous time. Our enemies will neither rest nor relent. And neither will we. We will stand shoulder to shoulder to meet the urgency of this moment.   

Like each of you, I love my country and swore an oath to defend the Constitution. We will do that each and every day, as one team. Together we will accomplish the President's mission to deter war, and if necessary, defeat and destroy our enemies. Godspeed!

简而言之，Hegseth 誓要做三件事，用他自己的话，即：

• 恢复战士精神 Restore Warrior Ethos
• 重建军队 Rebuilding OUR military
• 威慑力的「再确立」 Reestablishing deterrence

这些目标看起来极为现实，从反面说明了十分清晰的一件事：在 Hegseth 这样的「愤怒的百夫长」之代表看来，美军已经「没有战士精神」、「破败不堪（所以需重建）」，更「威慑不了敌人」。（不懂「愤怒的百夫长」什么意思，可以略过，反正不影响阅读理解。若真想理解，多去读读罗马史。）

（「精神」是官媒voa的译法，其实作「伦理」更接近一点，虽然并没有真正对应。其实应该从近似于韦伯的 Protestant ethics & spirit of capitalism 中的 ethics 去理解。只知汉语中的「伦理」之人，大概永远理解不了。但那只关任何正常人屁事，「中国人」只要当好「中国人」即可。还想要更多的人，逻辑上就只能走「非中国人」之路，那时若还要抱着「中国」不放，咱也只能对这类莽士说一声「自己好好爽」）

美军从何时起落到了 Hegseth 反向点明的这个地步？

大梦依旧酣然的美国人大概是不会有什么确切的认知。那答案其实也没什么意义，认清现状的现实价值在于面对未来，面对挑战。

从这个方向而言，Hegseth 的挑战，真正最最困难的一点，恰是 Restore Warrior Ethos。和其他的行动与考量不同，这是「求诸于内」，不是「领导力和预算」能够真正立即扭转的。就像化脓的伤口别做梦能立马儿痊愈。

左类的「进步」对美军战力的侵蚀是毁灭性的，区别只在于程度。在克林顿的时期，最多在文化层面「潜移默化」，到了拜登时期，就直接进步到「人妖特权」了。也就有了 Hegseth 在获提名时重点强调的战士精神（warrior ethos），显然那和美国左类用来对付美国军队的人妖特权文化是彻底相反的存在。

其实早在 2021 年 9 月的「阿富汗撤退」，堪称「愤怒的百夫长」代表的某位「文化人」 Jocko Willnik 当时已经讲出了「将士们的心声」。当然，那一退也让莫斯科的「地堡爷爷」和北京的尤里·加加油同志同时爆发了信心。（可能还要搭上已故真主党委员会全体同仁）

一个历史永远讲不厌的小故事：无能者、疯子、小丑之流，都不可能领导狮子，最终只能被狮子干掉。

（当时咱在心里就有一个问题：美利坚共和国是否要「一步到位」？连带的，「内战」、「分裂」、「扩张」等等，一闪而过。当然了，就在那点儿程度上去发挥，就跟编写神话差不多，无现实意义。虽然咱 100% 确定那方向上必定会有些什么。）

所幸，今天美国人似乎觉得：「我还值得抢救。」而且选择把一个真心愿意将「其他」皆当作代价的人推上领导者之位，可见决心之坚定，意愿之强烈。（可笑的是，小丑、疯子、无能们皆不可能明白这一点，更无法接受自己注定的下场，唯有滑稽的哀嚎声声阵阵，日日夜夜，让咱这等观众虽不能明示于笔端，依然可以送酒下饭）

有点扯远了，话题转回来。

咱对 Hegseth 所提三事的个人判断是：若要达成「愤怒的百夫长」们所求，别的一切都可商量，但 warrior ethos 不可以。

再引用一下 Hegseth 的话

We will revive the warrior ethos and restore trust in our military. We are American warriors. We will defend our country. Our standards will be high, uncompromising, and clear. The strength of our military is our unity and our shared purpose.

以下为「对话语的哲学式过滤」：

Well, 不必对上述做什么所谓的「科学分析」，那不叫理解，叫蛋痛。

只需要看看现实即可。

乌克兰人的「战士精神」何来？

• Trust among each other, up and down (E.g. "The fight is here. What I need is ammunition, no a ride."  ----Zelenskyy)
• Defenders of home
• Slava Ukraini
• Uncompromising with a clear line (while aiming for high)
• Unity & Share purpose (to defend the home from orcs)

在 restore warrior ethos 方面，Hegseth 于 Jan. 31 做了一件事：Identity Months Dead at DoD

Guidance from the Secretary of Defense: "Identity Months Dead at DoD"

Our unity and purpose are instrumental to meeting the Department's warfighting mission. Efforts to divide the force – to put one group ahead of another – erode camaraderie and threaten mission execution.

Going forward, DoD Components and Military Departments will not use official resources, to include man-hours, to host celebrations or events related to cultural awareness months, including National African American/Black History Month, Women’s History Month, Asian American and Pacific Islander Heritage Month, Pride Month, National Hispanic Heritage Month, National Disability Employment Awareness Month, and National American Indian Heritage Month. Service members and civilians remain permitted to attend these events in an unofficial capacity outside of duty hours.

Installations, units, and offices are encouraged to celebrate the valor and success of military heroes of all races, genders, and backgrounds as we restore our warrior culture and ethos. We are proud of our warriors and their history, but we will focus on the character of their service instead of their immutable characteristics.

This guidance is effectively immediately.

Camaraderie 这个词所代表的概念，其实与现在的「中国人」无缘。（抱歉咱只能找到这么佛系的词来表达，因为现实是，哪怕「中国人」所占据之地的历史上真的曾经有过这样的概念，它现在也消失很久了，而且看不到再现的可能性）

从最后这一句话来看，不难理解「愤怒的百夫长」们对侵蚀军队的人妖文化是多么的深恶痛绝。也说明 Culture 和 Ethos 是何等的重要，更说明那是醉心于「进步」之流永远无法真正理解的领域。它们只能够侵蚀、破坏，就像是 soil erosion ，永远有害，也永远都在。

什么是战士精神？

任何能让你「战斗」的理由大概都会来充数，包括但不限于看这类帖便产生生理不适，之后必须遥想自己怎么钉作者棺材板儿以求舒缓的各类说辞在内。

但绝对不会是以下任何一堆吃钱的腐败垃圾

Women’s History Month
Asian American and Pacific Islander Heritage Month
Pride Month
National Hispanic Heritage Month
National Disability Employment Awareness Month
National American Indian Heritage Month

如果乌克兰人真靠醉心于以上那些玩意儿的家伙来提供自己需要的支持，或者真相信它们能给自己任何需要的支持，那现在最应该做的不是全力强军，而是构思 eulogy 的措辞，并考虑照顾好上述听众的「情绪」。

噢，不对。应该是考虑「乌克兰的罗曼史」如何在俄语剧场中上映。
