拜登对俄能源交易豁免令到期，欧洲或受影响
拜登政府于2022年2月签署了特别许可证，允许欧洲国家继续通过指定的俄罗斯银行支付能源款项。
制裁豁免的签署者及适用银行
该豁免由美国财政部牵头，拜登政府批准，涉及天然气、石油和石油产品、煤炭、铀和类似产品的交易适用于以下俄罗斯主要银行：
俄罗斯联邦储蓄银行（Sberbank）
俄罗斯外贸银行（VTB Bank）
俄罗斯天然气工业银行（Gazprombank）（作为欧洲能源交易的主要支付渠道）
该豁免令已于2025年3月12日正式到期，川普政府拒绝续签，意味着欧洲国家无法再使用美元系统结算跟银行进行能源交易支付，需要寻求替代支付方式。
很多葱油一开始很疑惑：为什么开战三年了欧洲还能继续跟俄罗斯正常通过SWFT系统买卖能源，给俄罗斯军工输血呢？当然是因为俄乌战争刚开打一个月后拜登就豁免制裁啦
