Translate Pincong Customary Law into English

So far a translation is not needed, but an English translation will be helpful if foreigners do come in the future. This can also help Pincongers to practice their English.

Yes, translate all of important evil things by CCP to English, let the world know.
We will stand up in the world , we will make the people in the world know that not all chineses are CHINA COMMUNIST PARTY's silent slaves , not all chineses want to be the slave .
If you ask me using English 

it is just like ask Xi Jinping to give a speech
"Customary law" seems a bit too formal and redundant. "Community guideline" might be a better name. Just a suggestion.
Pincong Suspension Rules

1. Rational Exchange. Users should post with decency, vision, and honesty. To prevent nonsense dominating the webpage, verb abuse against other users will lead new accounts with credit scores lower than 2 to permanent suspension, and those higher than 1 to temporary supervision (if they mean to continue the abuse). Further violation will get supervised accounts blacklisted, or even permanently suspended.

2. No Repeater a. Users who ceaselessly repeat the same content or opinions without any further depth or extension will get banned permanently.

    No Repeater b. Users who ceaselessly post content from Chinese Communist Party’s propaganda will get banned permanently.

3. No Smear. Users who wilfully smear or irritate others as well as the website will get banned permanently.

4. No Usage of Additional Accounts for Further Violation. Users whose original accounts have already been suspended register additional accounts openly to continue the violation. These accounts will get banned permanently.

5. No Phishing a. Posting personal contact information (e.g. phone numbers, wechat, QQ, email, telegram, etc.) or malicious website links which invites phishing risk will lead the account to permanent suspension.

    No Phishing b. Enticing or intigating other users to uncover their personal information will lead the account to permanent suspension.

6. Proper Usernames and Profile Images. Accounts with usernames or profile images remarkably similar to pincong administrators’ will get banned permanently. So will the accounts whose usernames include verbal abuse, such as “NMSL”, or who hold NSFW/R18 profile images which are either erotic or violent.

7. No Whataboutism. Users who ceaselessly appeal to hypocrisy could be banned from entry permanently.

8. No Misinformation. Users who mislead others through misinformation which has been widely proved fake by evidence or even the posters themselves will get banned permanently.

9. No Encouragement for Suicide and Murder. Encouraging others(except for authoritarian governments and their puppets) to commit suicide, murder, or any other terrorist attack, putting innocent lives in danger, will lead the account to permanent suspension.

10. No Fraudulent Complaint. Fabricating fraudulent complaints more than three times in a short period of time will lead the account to three-day-supervision. Further violation will lead the account under three-day-supervision to blacklist, and the one on blacklist to permanent suspension.

1. [Civil Language Rule] When posting, users should try to show their courtesy, talent, and earnestness. To avoid trolls, new users with a reputation lower than 1 can be suspended immediately upon an offense of verbal abuse; Users with reputation higher than 1 can be put into the "being observed" category temporarily after the first offense, or put into the blacklist/suspended indefinitely upon multiple offenses.

4. [Prohibition of the continuous creation of alternative accounts] accounts who have been identified with a user already suspended, doing the same activities as the suspended account thereof, can be suspended indefinitely.

5. [Prohibition of phishing (a)] Users who post unidentified personal contact information (such as phone number, WeChat, QQ, email, telegram, etc) or website URLs, and those who are suspected of phishing to an extent of damaging the safety of other users, can be suspended immediately.
    [Prohibition of phishing (b)] Users who instigate other users to disclose their personal information, those who are suspected of phishing to an extent of damaging the safety of other users, can be suspended immediately.

6. [Guidelines for User Profiles]Users cannot use a combination of username and profile picture similar to that of an administrator, nor use NSFW/R18 profile pictures, nor use names that are insulting(such as NMSL, which means ur mom's dead). Violation of this rule can lead to immediate suspension.

8. [Prohibition of Fake News] Users who post news that is proven to be false with evidence, and those who admit they have the intent to mislead other users, can be suspended immediately.

9. [Prohibition of the encouragement of suicide/homicide] Users who instigate suicide, homicide, terrorist attacks, and other means to deal life-threatening harms toward another user can be suspended immediately.

10. [Prohibition of malicious complaints] Users who make invalid complaints more than times within a given timeframe will be put into the "being observed" category for three days. Users who make another malicious complaint within those three days can be put into the blacklist depending on the situation, users who make malicious complaints repeatedly while being observed can be suspended immediately.

Topic Regulations

1. Site Affairs: Post made by users with a reputation of less than 20 regarding the site affairs of Pincong should be transferred to the off-topic(literal: "water") section of the site.

2. Title: Posts with a title that is ambiguous, unclear in its topic(e.g. about...., regarding...., etc), includes phishing, or contains offensive languages(e.g. cina, white pig, nigger, etc) should be transferred to the off-topic section of the site. Posts with languages that have uncertainties about its offensive nature should not be transferred in principle, unless in special occasions.

3. Reposting: Posts that consist of content reposted from outside sources by the same user within a given frame of time about a variety of unrelated topics without personal elaboration by the user can be regarded as attempts to manipulate the topics discussed on this site, the posts mentioned thereof should be transferred to the off-topic section of the site.

4. Adult contents: contents that are evidently pornographic/violent/gore/NSFW/R18

5. Emotional expressions: expression of emotions, pure venting, or personal opinions unrelated to issues of public interests.

6. Factual errors: articles and questions with a large number of factual errors, unverified, or lacking clear taggings should be transferred to the off-topic section of the site.

7. Controversial: posts that contain a considerable amount of controversy should be transferred to the off-section of the site to stop them from occupying the front page(“Big-character poster” post towards other users, post with criticism toward people sharing a common geological location, complaints, posts with downvotes with multiple users, or post with frequent meaningless arguments)

8. Repetitive: Any post that is repetitive(not only ones with repetitive titles, repetitive contents also count) should be transferred to the off-topic section of the site(including  opinions repeatedly seen in the Chinese-speaking world)

9. Low in discussion: Posts that have a low amount of discussion and/or replies, and are likely to not receive more discussion for the foreseeable future, should be transferred to the off-topic section of the site.

10. Closed Discussion:  Posts that are close-minded in their topic or have fixed answers(e.g. can be answered by Google searches) should be transferred to the off-topic section.

11. Lacking in description: posts that lack description, or contains too much jargon, as to render them not easy to understand for the majority of the users(reflected in the low number of likes, replies that are off-topic, user replies stating their inability to understand, languages outside common usage in Pincong, etc)  should be transferred to the off-topic section.

12. Being obsolete: To avoid the digging of graves, past posts discussing current events should be transferred to the off-topic section.

13. Leaking of personal information: Users must protect their personal privacy. If a user leaks his/her personal information or tries to induce other users to leak their personal information, an administrator should use measures such as folding replies, transferring posts to off-section, and deleting posts/replies upon discovery of such acts to forcefully protect the safety of the users' personal privacy.
