美記者新書指華府曾考慮經水路營救黃之鋒
兩名曾駐港美國《華盛頓郵報》及《大西洋》雜誌記者Shibani Mahtani及Timothy McLaughlin出版以2019年本港反送中運動為主軸的新書《Among the Braves》（勇者之中），當中披露現正在獄中的前香港眾志秘書長黃之鋒，曾尋求進入美國駐港領事館或離港赴美，以尋求政治庇護，但當時未獲允許。書中更透露白宮高層曾考慮協助黃經水路離港，唯最終擔心經過中國水域時可能被中方截獲，或會引發外交風波而作罷。
書中描述當時已被沒收護照的黃之鋒，在《港區國安法》生效前，曾約見美國總領事館官員，希望進入總領事館，傚法大陸失明維權人士陳光誠進入領事館後轉赴美國。時至2020年6月30日早上、即《港區國安法》通過前的早上（《港區國安法》在當晚11時生效），黃之鋒於金鐘聖約翰大廈，與兩名美國外交官作定期會面。
但由於美國法律規定，不能在美國本土外申請政治庇護，故此美國外交官當時未有答應，黃之鋒只可留在無外交特權的聖約翰大廈內的辦公室。
書中又提及，黃之鋒的同伴、身處美國的前香港眾志常委敖卓軒，同時以黃之鋒之名向美國時任國務卿蓬佩奧發電郵提出政治庇護，電郵內容指黃若繼續留港會有危險及會成為被捕目標。蓬佩奧在及後48小時內曾與幕僚開會討論，但基於美國當時已經決定關閉中國駐侯斯頓領事館，官員擔心一旦黃之鋒匿藏在美國駐港總領事館，中方會藉機關閉領事館反制。
此外，他們亦曾討論由美國出面，以水路秘密運送黃之鋒出境。但由於經水路只能逃往台灣海峽或南逃菲律賓，美方擔心經過中國水域時可能被中方截獲，並演變成國際事件而作罷。基於種種考慮，美國國務院認為，無論將其匿藏在領事館或偷運出境皆不可行，蓬佩奧最終認為美方無法保護黃之鋒。
不過，書中透露，蓬佩奧幕僚對上述結論並非一致。前副國安顧問Matthew Pottinger建議應向黃之鋒提供保護，而時任美國前白宮國安會亞洲事務副資深顧問Ivan Kanapathy更稱，若擔心北京反擊，而不協助黃之鋒，是「絕對錯誤」。唯美方亦無清晰向黃之鋒交代決定。在倫敦的前眾志主席羅冠聰，在同年7月亦曾私下與蓬佩奧見面，再向對方表達黃之鋒的困境，但未有改變美方決定。

Deputy National Security Adviser Matt Pottinger and Ivan Kanapathy—the NSC’s director for China, Taiwan, and Mongolia and deputy senior director for Asian affairs—described theirs as a “Goldilocks” menu: One option included a list of “hot” measures (a maximalist approach); the second, “cold” ones; and the last, in-between.
The “hot” list comprised actions that had nothing to do with Hong Kong but that China hawks had long sought the opportunity to take, such as closing the Chinese consulate in Houston, where Washington claimed that spies were aiding in espionage and the theft of scientific research. Why don’t we just let a huge portion of people from Hong Kong move to the U.S.?’ And I loved it,” Pottinger told us. “You know, my view was just, transplant the whole damn city and make a new Hong Kong in America. [Trump] was like, ‘They’re going to be industrious; they’ll be great. They’ll make great Americans.’”
But Stephen Miller, Trump’s far-right political adviser, stopped the immigration scheme from going further. He was “very persuasive,” Yu told us.
