本腊认为，埃及最好的办法是：让难民接受严格的安检再放进来，哈马斯武装分子要混进来也行，得先全部缴械。在西奈半岛上划一片沙漠安置难民，给每人发一把锄头，自己肯荒种粮食去。缺水不是问题，沙特、阿联油等石油国出钱，以色列提供滴灌技术就好了。在难民营里实行世俗的法律和教育，三十年后基本上就可以改造好了。恐怖分子能改造好，难民能自食其力，联合国能省下救济难民的经费，以色列能得到和平，埃及能得到几百万劳动力，同时把西奈半岛改造成绿洲，实现多方的共赢。
