辟谣fact check：何清涟推特说的“德克萨斯宪法规定德州有权改革或废联邦政府“是他瞎编的谣言

看到何清涟，一些反贼还有部分轮系用户，到处转发所谓“德州宪法有权改革或废除联邦政府”的，我看了整片德克萨斯州宪法，也没找到在哪儿。

德州在政治上很特殊，《德克萨斯州宪法》规定德州人“有权改革或废除”联邦政府。 德州是美国50个州当中唯一拥有自己军队的州。德州拥有的军力至少包括一个整编陆军师，两个整编陆军作战旅，一个空中作战旅，五个战斗机大队，一个空中运输大队，还有七个独立团外加大量后勤保障部队。 州长是军队的总司令。 

我只找到了这句话：All political power is inherent in the people and all free governments are founded on their authority, and instituted for their benefit. The faith of the people of Texas stands pledged to the preservation of a republican form of government, and, subject to this limitation only, they have at all times the inalienable right to alter, reform or abolish their government in such manner as they may think expedient.
翻译一下大概是这样：人民固有所有的政治权力，所有自由政府都是建立在人民的权力之上和人民的利益之上。德克萨斯人民信仰着承诺维护共和制的政府形式，而且在这一限制的前提下，他们在任何时候都有着不可剥夺的权利，来以他们认为合适的方式改变、改革或废除他们的政府。

我寻思这段话里没有federal两个字啊，整片德州宪法有federal和federation的地方我都看了，压根就没有提到所谓可以废除联邦政府的。

而且下面一段军队更是扯淡，每个州都是有military department或者类似形式的警卫队，只是德州的规模大而已，哪来的所谓只有德州拥有军队？如果何清涟是这么理解的话那我只能说何清涟英文水平太差了吧，比他的口语水平还差劲，这人也太不行了，最傻的是居然有那么多反贼就信了。。。。。

再举个例子 田纳西的宪法第一条：All power is inherent in the people, and all free governments are founded on their authority, and instituted for their peace, safety, and happiness; for the advancement of those ends they have at all times, an unalienable and indefeasible right to alter, reform, or abolish the government in such manner as they may think proper.

意思和德州的完全一样，对比一下看就知道德州的啥意思了。综上所述，德州根本没有特殊之处，唯一特殊之处只是在于他仅仅靠着自己就获得了加入美国联邦的机会
