Rosenberger has a long career of roles in the State Department and White House, and joins the incoming administration having warned over the past year that Beijing is running a disinformation campaign to absolve itself of responsibility for the coronavirus pandemic, which started in the Chinese city of Wuhan before spreading worldwide.

Rosenberger initially focused on Russian interference in the 2016 elections, and later became a vocal critic of China’s behaviour in the US and other democratic societies.
In 2018, Rosenberger called for Beijing’s reported interference with US politics to be “viewed through a single national security lens with Moscow’s”.
Since the coronavirus outbreak, she has grown more vocal about Beijing’s messaging around the pandemic. In an article published by Foreign Affairs magazine in April, she hit out at China’s censorship of domestic criticism of the government’s response to the pandemic, warning that Beijing was spinning the health crisis to its advantage.
In an article in Newsweek a month later, she warned that China was using its medical equipment aid to “divide Europe from within and from the United States”.
“Laura’s focus on disinformation campaigns in part tells you that China policy will not just be about foreign policy, but also entail initiatives to protect and shore up America’s democratic institutions,” McGregor said.
