据CNN调查发现，自2018年以来，中国在全国范围内新建或扩建了超过200个专门的羁押中心，用于关押和审讯在反腐运动中被调查的人员。这些设施被称为“留置”，是2018年成立的国家监察委员会的重要工具，标志着反腐制度的永久化与制度化。与此前的“双规”制度不同，留置制度被赋予了法律地位，赋予监察机关更广泛的调查权力，调查对象不仅包括党内官员，还扩大至所有行使公共权力的人员，例如公立学校管理者、医院负责人、国有企业高管，甚至与涉案官员有关联的商人。

Such detention centers are called extrajudicial prison systems in US. 法外監獄。就是繞過司法程序系統的東廠特務。可以無限期拘留，使用酷刑，沒有律師。美國也有，但那只有過一次就是位於古巴阿富汗的專門關押外籍恐怖分子的。
