Given the patrol route, the Square is police-free when the patrol is en route Square (the last leg of the previous cycle) -> Police Dept -> Courthouse -> Square. The available window is about 60 minutes. Also, the Courthouse has a 140-minute window of time without police. It is the key step to move the candles from the Police Dept to the Square.

I think it works under the condition that Alex holds the position for 20 minutes at the Police Department. If Alex has to keep moving, then there will be a time where dropping the candles and moving back-and-forth is needed to avoid the patrol. The mission will fail because it will then take 3 hours and 20 minutes.
